The Secretary General of the United Nation , Antonio Guterres, has repeatedly stated that the, “World’s Global Environment” is dying and the earth will be uninhabitable within the end of this century if humanity does not now act decisively to stop “Global Average Surface Temperature Rise” before the end of the present decade. The step by step description of the main points of the operation of the PLAN of “World CO2/GHG Budget “ …. starts below the following 55 paragraphs of why and how the PLAN must and will become a reality. (the side pages contain the details of operation)

OPEN LOGICAL MINDS accept that RIGHTS are BALANCED with RESPONSIBILITIES. … . Some people will attempt to dismiss the following PLAN of “World CO2/GHG Budget” as a “foolish, utopian dream” and would rather continue on with their efforts of ignoring the fact that the earth is dying rather than to consider the necessity of limitting their present perceived right to contribute to its destruction through limitless individual product consumption and limitless population growth.

The PLAN of “World CO2/GHG Budget” produces an exponential financial reward or cost that flows directly to all global individuals in proportion to how much their CO2/GHG lifestyles are or are not individually contributing to their destruction, the destruction of those they love and the destruction of the world..

The PLAN of “World CO2/GHG Budget” is not the futile act of continuing to “HOPE” that we will “somehow” escape the dystopian nightmare of a dead and dying world by continuing to believe that the fragmented inactions of our governments will somehow change and become our salvation or that accumulating wealth at the expense of the environment is the best protection against what is coming or that a “technological miracle” is imminent (just around the corner) and will miraculously allow us to continue on with our unlimited consumer lifestyles.

The PLAN of “World CO2/GHG Budget” is the essential, pragmatic, viable, realistic, foundational PLAN that must exist in order to enable our individual global efforts, government actions and technical solutions ; that combined will STOP “Global Average Surface Temperature Rise” within the time remaining : the end of the present decade. If that is not accomplished, climate science predicts that the world environment will die before the end of the present century due to the escalating feedback loop of increasing “Global Average Surface Temperature” causing environmental collapse that creates ( among other conditions) dry dying forests and tundra that burns and release more CO2/GHG into the atmosphere increases it the “green house effect” that increases “Global Average Surface Temperature” and on and escalating on. That is the reality of what we are witnessing and experiencing ; the increasing death of the world that must and can be STOPPED by the use of the global PLAN of “World CO2/GHG Budget. (explained fully below).

Regardless of an individual’s political system, social economic background, ethnicity, religion, race or weather they actualy believe that climate destruction is happening and is human caused ….all global individuals rely on some form of income. The PLAN of “World CO2/GHG Budget” will will result in an exponential monetary benefit or cost that is proportional to the amount that an individual is living below or above the allowable annual global individual emission weight of CO2/GHG ; an amount that in individual global total will not contribute to increased “Global Average Surface Temperature Rise”. The world’s carrying capacity determined by the UN Intergovernmental Panell on Climate Change (UNIPCC) for 2023 is 2.5 tons of CO2/GHG atmospheric emissions per person per year … globally.

PLAN UNITs. …The function of the PLAN relies on the issuance of equal budget amounts of PLAN UNITs to all global adults aged 12 or older ; that represent global equal amounts of CO2/GHG that in total equal the world’s carrying capacity of CO2/GHG atmospheric emissions that will not cause increased “Global Average Surface Temperature Rise” (UN IPCC). At point of final retail sales, an amount of PLAN UNITs is automatically removed from the individuals PLAN UNIT Budget account, an amount that is equal to the product’s identification and certification barcode recording and displaying the total CO2/GHG that resulted during its production from raw materials to its final point of retail sales. Without UNITs to cover the amount ….the purchase can not be made.

We have existed for thousands of years and the majority of humanity during that time period , has caused our world to reach this point of imminent death. The PLAN of “World CO2/GHG Budget” will counteract the failings of the world’s present economic structures but will not impose sanctions, prohibitions and create conflict. The PLAN will enable individuals to reduce CO2/GHG footprints and will generate significant individual income that will motivate our global efforts and unite us in the global pursuit of the common imperative of a healthy future world by STOPPING “Global Average Surface Temperature Rise” within the time remaining … the end of the present decade. Without that common imperative and focus; we will increasingly fragment into groups of “haves” and “have nots” ; those who will fight for the right to maintain their present lifestyles and those who will fight for the baseic ability to survive another day.

We must make the decision to change and limit our product consumption through the mechanism of an annual budget amount of PLAN UNITs. (fully explained below)

The result will be an elimination of unnecessary products when individuals are able to make product purchase choices that are based on the product’s certified CO2/GHG atmosphere emissions labeling ; the total emissions that resulted during production from raw materials to final point of retail sales. Individuals will choose products that will minimize the amount of their “PLAN UNITs” used and maximize their excess PLAN UNITs that can be sold back to the PLAN at an exponential increasing price per UNIT that exponentially rewards as low as possible CO2/GHG lifestyles with substantial income. (explained fully below)

Note: the PLAN works with and benefits non-banking cash economies and has been designed to deal with every other conceivable obstacle…. explained fully in the “Points of Operation”, below.

Our lives have daily needs that require our immediate attention. But we also fill our Ives with distractions that allow us to continue to ignore the fact that only through our daily combined global efforts, through a global PLAN, can we accomplish the imperative of STOPPING the slow incremental death of the world due to “Global Climate Destruction”. There is now a significant segment of the world’s population that know and accept the fact that we must attempt to live within mindful, thoughtful and minimal lifestyles in the hope that as individuals we will not be responsible for CO2/GHG atmospheric emissions weight amounts that are greater than the earth’s carrying capacity of 2.5 tons per person per year.

Presently, we can only … attempt … and must rely on … hope … to limit our CO2/GHG footprint because we are only able to blindly make product purchases that are not in any way identified.with the total weight of CO2/GHG atmospheric emissions that resulted during the product’s production from raw materials to the final point of retail sales.

We also know that a significant percentage of the world’s population is financially able to negate our best efforts many times over as they blindly and mindlessly pursue societies prescription for “happiness” through consumer lifestyles that require the freedom to be responsible for a limitless amount of products that result in limitless weight amounts of CO2/GHG atmosphere emissions. Amounts that are many times greater than the world individual carrying capacity of 2.5 tons per person per year.

The 193 member countries of the United Nations have a combined population of approximately 6 billion people aged 12 and older who are eligible to be in the PLAN of “World CO2/GHG Budget”. A significant majority of the 6 billion people will earn income directly from the PLAN when they are able to become helpers with solutions in order to minimize their individual CO2/GHG footprints and maximize their number of excess UNITs that they can sell back to the plan at a global exponential price per UNIT (explained below). We must all work to ensure that the United Nations examines and presents the PLAN to the populations of the 193 member countries….for their study and acceptance by UN Referendums.

The alternative is for a large segment of the global population to remain as the source of a problem that our governments will reluctantly continue to attempt to solve by imposed half hearted minimal prohibitions, sanctions and through the use of government monitary incentives that subsidize the purchase of the government’s for the moment chosen technical solutions … that may help or may prove to make things worse. All done with the prime consideration of the government in power not loosing political support and not creating, “societal unrest”. The government’s policies will remain as ones that are the least disruptive while promoting economic growth through unsustainable lifestyles resulting in the continuation of “Environmental Collapse”.

The present World Population of 8 billion is predicted to reach 10 billion by 2054 - 2071. An unsustainable, environment consuming human mass that will requires the world’s present remaining climate generating and climate regulating natural areas for food production..

The PLAN will result in individuals reducing their family size in order to reduce the need for products purchased and to have the greatest number of excess PLAN UNITs that can be sold back to the PLAN. They and their governments, (through tax revenue) will gain significant income for health care , housing, education and food security ; a happier, healthier, increasingly better educated and united global comunity : all done within the earth’s carrying capacity.

The global population as a whole will also have an interest and incentive in ensuring that the world’s population decreases in order to increase the annual PLAN UNIT Budget amounts that all global adults will receive annually under the operation of the PLAN. Additional UNITs that allow for the purchase of products or additional UNITs that are not required and can be sold back to the PLAN at an exponentialy increasing price for each unit sold ; that will generate significant income. (explained fully in the following operation points of the

ACCEPTANCE……70% if the global population will want the PLAN once they know of the annual income it will generate directly to them.
The 10% whose lifestyles are considered “middle class” are neutral and disengaged but will tolerate the cost of purchasing additional required PLAN UNITs (approx. $200 ro $ 450 annualy). as an acceptable price to pay for being able to maintain their present above the world average standard of living. Gradually they will change from passive tolerance to active acceptance as they realize that their individual actions of reduced CO2/ GHG lifestyles are actualy helping to create a healthy and inhabitable world by stopping the Global Climate Destruction.that is affecting them.
The wealthy top 10% will permit the PLAN because it will allow them to continue on with their opulent lifestyles that are many times the earth’s individual carrying capacity and at the same time allows them to feel that they are philanthropically contributing financially to others through the purchase of other’s excess PLAN UNITs. ( through the PLAN)
The remaining 10% will fight the PLAN as they fight any perceived government involvement in their lives.

It is imperative that a sufficient global majority of the world’s population … that includes you and me… are able to get past the fear and phobia of saying the obvious ; the present freedom of limitless uncontrolled individual consumption and population growth are causing the increasing “Global Climate Destruction” that is resulting in the death of the world.

It is also imperative that the world’s population is NOW presented with a choice…the freedom to continue to destroy the world by unlimited consumer lifestyles or the freedom from the fear and pain ot the ongoing and increasing death of the world by stopping “Global Average Surface Temperature Rise” through the use of the PLAN of “World CO2/GHG Budget” that allows and directly monetarily rewards all global individuals for agreeing to limit their freedoms of consumption and population growth in order to live within the world’s individual carrying capacity of 2.5 tons of CO2/GHG atmospheric emissions

There will always be cheating….organized crime, countries like North Korea will come and go ….but we design secure networks and Global Trade ia a smoothly functioning reality. The PLAN will have the same destiny ; the necessary world majority will use it , benefit financialy from it and “Global. Climate Destruction” will be STOPPED!

We humans are very good at recognizing and avoiding the “unpleasant” and we are very good at taking the path of least resistance ; often at the expense of others and the earth.

The term of “Global Warming” has now been replaced by the equally meaningless and non-threatening term of “Climate Change”. Both terms allow for our avoidance of our imperative to STOP and reverse “Global Climate Destruction” and the death of the world that we are causing... A starting point, for all of us, is an ability to accept and to voice the fact that the earth is dying and that we are the cause and the solution.

Parental love is so strong that we will sacrifice our lives to save our children.from immediate danger.

Presently, we are unable to act individually and save our children from their climate futures. The PLAN of “World CO2/GHG Budget” will enable our required individual action.

THE OPERATION OF …..the PLAN of “World Carbon Bubget”
The cause of “Global Climate Destruction” is “Global Average Surface Temperature Rise” (global warming) which can only be stopped if there is mass direct global involvement in individually living within the earth’s annual per person carrying capacity of carbon dioxide (CO2) and green house gas (GHG/methane) atmospheric emissions . The PLAN will provide the foundation for all of the required individual, government and technical initiatives that are designed to definitely STOP “Global Climate Destruction”.

The foundational PLAN of “World CO2/GHG Budget” is logical, pragmatic, financially sound, requires no government intervention, taxation or funding and, when implemented, will allow for the mass direct individual global involvement that is required to STOP , ”Global Average Surface Temperature Rise “ and the resulting “Global Climate Destruction and Colaose”.”

The PLAN will not accumulate and retain wealth from year to year. All funds generated annualy from the sale of PLAN UNITs will be used for the PLAN’s operation and fulfillment of its mandate to STOP “Global Climate Destruction” by supplying “Subsidies for Bought UNITs”, “Rewards for Sold UNITs” and targeted “Individual Subsidies”. ( Page 11, 14) The PLAN will be owned by the 193 UN Member Countries and will pay salaries that are commensurate with UN salories.

Presently, individuals who posses an astronomical and unfathomable amount of wealth are free to purchase a corresponding amount of products and are free of any responsibility for the resulting gross weight of world destroying “CO2/GHG Atmospheric Emissions” that occurred during the product’s manufacturing from raw materials to finished products purchased at the final point of retail sales. The PLAN , over its six year phase in implementation, will allow the earth’s population to transition away from that destructive freedom.

The economic desighn of existing world financial structures are pyramid in form with levels of increasingly wealthy individuals and governments who are free to be disproportionately responsible for environmental collapse due to their uncontrolled and insatiable product demands. The wealthier the economic level, the longer it will be able to insulate itself from the lethal affects of environmental collapse and the more power it has to promote the continuation of economic growth through uncontrolled product consumption that benefits the wants of the wealthy few over the environmental stewardship and sustainable needs of the many. Those who have the lowest incomes and standards of living have lifestyles that result in the lowest individual weight amounts of CO2/GHG atmospheric emissions and are the least responsible for global temperature rise ; but they suffer the most from its lethal affects. Unendurable, unrelenting and increasing suffering will cause social desintegration and world violence that will be directed against those who are perceived to be the cause.
The PLAN of “World CO2/GHG Budget“ changes the power dynamics between even the richest and the poorest person . The wealthy person in a $500,000 Electric Vehicle driving past a homeless person will no longer see someone of “no worth”. They will see a person who is living within the earth’s CO2/GHG individual carrying capacity and who has something of value that they need in order to maintain their above the earth’s carrying capacity lifestyle; excess PLAN UNITs that the homeless person can sell at an exponential price (described below) to the PLAN at an exponentialy increasing price ; to those who require more UNITs to maintain their above the earth’s CO2/GHG carrying capacity lifestyles. The economic structure has changed from a pyramid to an interdependent layer that is now able to see and accept the need to function with a new purpose ; STOPPING global temperature rise in order to protect our common home … the earth… from dying..

The PLAN of “World CO2/GHG Budget”, along with all other known climate plans, must be studied globally in order to decide which plans will be included in global citizen referendums* that will choose one unifying global climate plan of action for all 193 member countries of the United Nations. The PLAN of “World CO2/GHG Budget”, if chosen, will be under the supervision and control of the United Natins “Intergovernmental Panel on Climate Change” (IPCC). The“World Wide Web” will provide PLAN inputs and support PLAN outputs. The PLAN will monitor all individuals CO2/GHG inputs and provide advice that will help to control inputs. *Referendum : thought must be given to the following ideas

…. that teenagers, starting at age 12 have the right to vote in the referendum ; the logic being that it is their future and they have the right to determine it.
… that the value of a yes and no referendum vote should decrease by 1/60 for each year the voter is older than age 20 ; the logic being that the older you are, the less you will be affected by the future and the less ability you should have to determine that future.

LOGIC :
Our vehicles are designed to provide maximum travel speed that is greater than the safe driving speeds for most roads.
We are free to purchase and to be in control of such vehicles.
We have developed solutions to deal with the problem of speed. ….…
1 …a speedometer shows us the speed that we are driving the vehicle at .
2 …an allowable amount of SAFE speed is displayed on road signs.
3 ….fines and sometimes imprisonment are the consequences for exceeding an allowable safe speed amount …safe to ourselves, to those we transport, to those we share the roads with and to pedestrians. The benefit of SAFE speed is the allowed continued use of vehicles and above all ; the avoidance of death and serious injury !

Simple logic will result in the same conclusion being reached in regards to …an allowable world carrying capacity amount of CO2/GHG atmospheric emissions..
If limitless safe non-radioactive nuclear fusion generated electricity existed tomorrow ….used to produce an unlimited source of clean carbon emission free hydrogen fuel ….and the infrastructure existed that would make it available to all..
We would still need a global PLAN.. to ensure we are individually not causing the earths surface temperature to increase by our lifestyles…

1 …. we share the worlds atmosphere and need to measure and quantify our annual total individual CO2/GHG atmospheric emissions…..we would need to always know ….the rate or speed at which we are using our annual share of the earth’s individual carrying capacity of CO2/GHG emissions
2 … we would always need to know how much remains and at what rate we can use our equal individual PLAN UNIT Budget amount in order not to run out before the end of the current year.
3 … we need consequences : the PLAN of “World CO2/GHG Budget” will exponentialy financialy reward or penalize all global individuals for how much their individual lifestyle is or is not not contributing to their destruction, the destruction of those they love and the destruction of the world.

Without the PLAN …we remain with no way of knowing our rate and amount CO2/GHG emissions …we remain with no limits ….….and we remain as individuals who receive no consequences in the form of reward or cost for our individual CO2/GHG atmospheric emission amounts that are greater than or within and below the world carrying capacity.
Conclusion : the PLAN of “World CO2/GHG Budget” must exist globally : because atmospheric CO2/GHG emissions are global and are altering the global atmosphere ; causing the death of the world environment.

UN Appeal to the World…. We are verry fortunate that the world body of the United Nations, with 193 member countries, exists, that there still exists massive un-realized societal support for a PLAN such as “World CO2/GHG Budget” and that there is still time; the end of the present decade!

All that is required in order to realize global support for the PLAN of “World CO2/GHG Budget” is for the Secretary General of the United Nations , Antonio Guterres, to freely and repeatedly state at the United Nations General Assembly…..the following …

…. It must, now, be clearly and repeatedly stated by the United Nations, all levels of government ; federal, provincial, municipal; of all countries, ….
“We open this meeting acknowledging that our continued existence depends on a live functioning healthy environment for all creatures of the earth and that can only be accomplished by each individual being able to monitor and live within the world’s equal individual CO2/GHG carrying capacity.

Our shared reality is that in order to have a live functioning healthy environment, our prime legislative efforts must now be to ensure that all individuals will want to, are able to and will be monetarily exponentially rewarded or penalized for their effort or non-effort in stopping “Global Climate Destruction “ by living within the earths carrying capacity of CO2/GHG atmospheric emissions. Without achieving that, all of our legislative efforts will have been and will be in vane and the dying world around us will one day reach out and destroy all of our best efforts, destroy our lives and the lives of those we love”.

… It is now a scientifically proven and accepted fact: that if the earth’s atmosphere burns off into space by the end of this century due to rising global temperatures ….there will be no future world for anyone’s children and that is a unifying, equalizing and sobering reality.

We are able to identify immediate dangers and protect children but we refuse or can not bring ourselves to think that without our active help, now, in stopping “Global Climate Destruction” ; the child held in loving arms or at play will one day find themselves living as senior adults struggling to survive in a dead and dying world.

The only way to prevent children from increasingly suffering from hysteria and depression caused by worrying about their environmental futures is to advocate for allowing children to learn in school about logical plans that they can understand; plans that will definitely stop their futures from becoming increasingly worse and plans that are built upon a principal that children are taught from a very early age …. “sharing”. Children will understand the concept of their family and everyone being able to share equally in the world’s allowable CO2/GHG atmospheric emissions and share equally in the responsibility of stopping what they are afraid of , a very scary future!

For the long term wellbeing of the child, the most important family activity must now be ; stopping “Global Climate Destruction” by the family actively contributing effort to making the PLAN a reality. The PLAN will unite and empower global individuals and will allow global families to be monetarily rewarded for living within equal annual amounts of the earth’s carrying capacity of CO2/GHG atmospheric emissions.

…. The PLAN is logical and realistic. It is not a slogan demanding the immediate end to all oil and gas production “Get Off Oil, Get Off Gas”, it is not decades of suing oil/gas/coal companies for reparation payment through a “Green New Deal” and it is not attempting to impose mandates, prohibitions and sanctions that stigmatize target and blame “others”…..and above all it is not the continuation of “blind HOPE” that the problem will go away , doesn’t exist and leaders and technology will provide the solutions without our global individual involvement.

The main points of operation for the PLAN of “World CO2/GHG Budget” are as follows.

~ UNITs are not physical, they reside in the individual’s PLAN “Current UNIT Account”, are not currencies or a speculative commodity, have no intrinsic monetary value, can not be bequeathed as part of an estate, can not be used as collateral. UNITs can be sold but only as “Saved Units” (Page 4) to the PLAN at the “PLAN World Demand Price”

Note that PLAN UNITs act as KEYS that allow product purchases using money at any level of the component production chain or at point of final retail sale. Without the required UNITs a purchase can not be made

All of the global individual equal annual PLAN Budget amounts of CO2/GHG weight UNITs added together will equal the earth’s megaton CO2/GHG atmospheric emissions amount that will not contribute to increased “Global Average Surface Temperature Rise” ; the earth’s “carrying Capacity”*. In successive years , the more that the PLAN, individual, government and technical efforts reduce the earth’s annual gross total megaton CO2/GHG weight of atmospheric emissions ; the greater will be the allowable individual equal annual PLAN Budget amounts of CO2/GHG PLAN weight UNITs to individuals for their use when purchasing products or to sell back to the PLAN at a “Demand World Price”.

* Note that the earth’s tonnage per person “Carrying capacity” of CO2/GHG atmospheric emissions is determined by the UN Intergovernmental Panel on Climate Change (IPCC) and is presently determined to be at 2.5 tons per person. With the earth’s population at 8 billion = a total of 20 billion tons of CO2/GHG Methane atmospheric emissions is allowed annually. (Point I)

Point B …(Page 24). ACTUAL versus ESTIMATED

ACTUAL CO2/GHG Weight of Atmospheric Emissions …. From raw materials to finished products, the PLAN will measure, record and allow all individuals to control and to be responsible for the ACTUAL CO2/GHG weight of atmospheric emissions that occurred during the manufacturing of the products they purchase at final point of retail sales; (Point E)

ESTIMATED Average tons per person CO2/GHG Atmosphere Emissions … Presently, a country’s total CO2/GHG manufacturing emission tonnage is estimated and divided by the country’s population age 16 or older equals an “ESTIMATED average tons per person CO2/GHG Atmosphere Emissions”.. That in no way reflects the smaller amount of “ACTUAL CO2/GHG Weight of Atmospheric Emissions” that an average individual is responsible as a result of their individual total annual product purchases. Also, a producing country of energy (coal, oil and gas) accepts not only the emissions of CO2/GHG associated with the production but also the atmospheric emissions that will result when the fuel is combusted. Even if it is combusted in a country that imported lower emissions natural gas to displace coal (China and India) that results in the production of products with lower CO2/GHG footprints ; the producing country of the cleaner energy is still charged for all of the combustion emissions and the lower emissions products are in no way beneficial to the consumer , the manufacturer or the energy producing country.

CONCLUSION. … With the PLAN of “World CO2/GHG Budget”, countries will no longer assume the “ESTIMATED Average tons per person CO2/GHG Atmosphere Emissions” associated with oil, coal, natural gas, steel, cement or any other manufactured product. The ACTUAL atmospheric emissions from production and use are accepted by the purchaser at final point of retail sale wether that be in the producing country or in the country that imported the product . (Page 24)
Governments will want to help to make the PLAN a reality in order to remove the country’s CO2/GHG penalty caused by the “ESTIMATED Average tons per person CO2/GHG Atmosphere Emissions”.

Point C … (Page 3). A Fourth Product Consideration : Individuals are presently only able to base their product purchase considerations on the three factors of price, quality and availability. The PLAN will provide all global individuals with a fourth purchase consideration ; a barcode of “CO2/GHG Atmospheric Emissions” will be on all products at all stages of their manufacturing life to record and display the product’s total CO2/GHG manufacturing emissions footprint of its manufacturing life from raw materials to the point of final retail sales ; including, energy inputs, packaging, transportation and CO2/GHG that will occur when used (fuel). Locally grown and manufactured will have an additional advantage.

Point D … The PLAN will allow all global individuals to know how much of their equal annual CO2/GHG Budget weight UNITs they have used .

The design of the PLAN will provide each individual with CO2/GHG trend lines of all categories of purchases and will advise how they can be reduced …..(less deposable and recyclables, a better insulated house, solar, an EV or hybrid, the availability of public transit in your area or that you can drive your low CO2/GHG vehicle to.

To encourage as low as possible : the more an individual’s CO2/GHG actual weight of atmospheric emissions is below their equal annual “PLAN Budget UNITs “ received …... the greater will be the number of “SAVED PLAN UNITs that can be sold back sold back to the PLAN at the world demand price plus an increasing exponential PLAN price applied to each sold UNIT. (Page 14).
Redistribution of the earths wealth : The lower the individuals currency valuation is the greater will be the value of the funds they receive when selling excess UNITs back to the PLAN at a world price.

Subsidize necessary additional “Bought UNITs” … additional UNITs of an amount equal to the CURRENT annual budget amount of issued PLAN UNITs can be purchased with the aid of the PLAN subsidy that decreases from 99.9% on the first UNIT bought to 0% on the last UNIT bought of that amount ; the “Subsidy Cut Off Point”.. (Page 11)

Increasing Exponential PLAN BAUGHT UNIT Price : To place a cost on consumption and to prevent UNIT hoarding : the UNITs an individual purchases that are above the previously mentioned “Subsidy Cut Off Point” …... the greater will be the cost of each Baught UNIT due to the increasing exponential PLAN price applied to each purchased UNIT. The PLAN will adjust to exponential factor high or lower as required to ensure availability of Subsidized UNITs. (Page 13)

Note that PLAN generated income to individuals is not reparation or charity to compensate for past, present and continued suffering from the increasingly destructive affects of “Global Climate Destruction”. Reparation for repairs, damage protection and suffering may be sought by countries and given by countries but that is not part of the PLAN function. Also , it must kept in mind that reparation money is not necessarily aimed at stopping the cause of “Global Climate Destruction” and, if not properly applied, can work against the PLAN, Government and technical efforts to stop and reverse “Global Climate Destruction”.

Point E … (Page 7). Manufactures/Governments must Purchase PLAN UNITs in order to produce a product that enables production or for the building and maintenance of infrastructure , each manufacturer or government must purchase the required UNITs of CO2/GHG to enable the purchase of each component that allowed for each step of manufacturing or building and maintenance of infrastructure.

An Example : iron ore produced must have attached to the produced ore the barcode of “CO2/GHG Atmospheric Emissions” to cover all of the CO2/GHG sources that enabled the manufacturing….mining equipment, fuel, transportation …. The purchaser of the iron ore will require money to purchase the ore and PLAN UNITs bought from the PLAN to pay the producer of the iron ore for the CO2/GHG UNITs required for the ore production. The purchaser of the iron ore will need additional UNITs for the the smelting of the ore to iron and steel and all associated production CO2/GHG emissions atmospheric weight.

The cycle continues until the product is sold at point of final retail sale and the barcode of “CO2/GHG Atmospheric Emissions” displays the product total aggregate CO2/GHG atmospheric emissions weight and that amount is assumed by the retail purchaser resulting in an equal amount of PLAN UNIT weight being deducted from the purchasers UNIT PLAN Accounts .

All levels of Governments will no longer be free to build infrastructure( or wage wars due to the PLAN requirement that they must purchase UNITs from the PLAN to allow for the purchase of products (another air craft carrier or causeway across a sea . Page 8). Governments will be using tax dollars and be in direct UNIT purchasing competition with the tax payer .NO LONGER WILL COUNTRIES BE FREELY ALLOWED TO CAUSE A SIGNIFICANT PART OF “Global Climate Destruction” while making small incremental meaningless steps to undo their damage by imposing CO2/GHG restrictions on those who can least bare them.. (Page 8)

Point F …. “Currency Equalization Aadjustment” to assist the purchase of “Individual Bought UNITs”(Page 4) and “Company/Government Bought UNITs’ (Point E, Page 7) ). … A country’s currency valuation will have an affect on the ability of companies, governments and individuals to purchase UNITs at the PLAN’s world demand price ….. As compensation for currency evaluations that are a historical result of colonial powers and world trading blocks (Page 7) the “PLAN Escalating Surcharge” (Page 13) and “Subsidy” (Page 4) on “Bought UNITs” will be adjusted by the PLAN to produce an equalization of the purchasing power of all countries currencies relative to the top countries currency evaluations.
The “Company/ Government Bought UNITs” will reside in “Company /Government Bought PLAN Accounts” (Page 4 ) and will be crypto encoded as “Company/Government Bought” . Companies and Governments must be registered with the plan and use a “Company/Government Bank Account Card” when purchasing products to allow for the use of their “Company/Government Bought” UNITs. Cash purchases will not be allowed. (Page 7 ) The Individual’s Baught UNITs will reside in their “Bought UNIT Account” and be crypto encoded as “Individual Baught UNITs”.

Point G … (Page 9) The PLAN will set and adjust as necessary the UNIT price per unit weight amount of CO2/GHG atmospheric emissions.

The PLAN UNIT will represent one pound weight of CO2/GHG atmospheric emissions. The PLAN will set the UNIT price per weight unit of one pound (.45kg) of CO2/GHG atmospheric emissions between the parameters of it being to high causing avoidance and resistance from the “middle incomes” and it being set to low causing disinterest and avoidance by the “lower incomes”; the majority of the world population being in those two groups. ..The PLAN will monitor the global use of the PLAN and aim for as high a global use as possible to allow for the PLAN to achieve the reason for its existence ; decreasing and then by the end of the six year PLAN phase in ; stopping the amount of CO2/GHG emissions that are causing the world to die.

Point H ; Cash Economies and the lack of Bank Announts
Cash economies - an example : seventy percent of El Salvador’s population does not have a bank account and in rural areas it is largely a cash economy For those not able to have their ANNUAL UNIT Budget amount deposited into a CURRENT account , the PLAN will hold that total amount in trust and estimate the countries average per person tonnage of CO2/GHG (presently 1.2 tons, El Salvatore) and provide funds annually that are equal to the EXCESS tonnage of that segment of the population. The funds will not go to the country’s government…. it will go to United Nations accredited NGOs operating in the country to ensure the funds benefit individuals throughout the country proportional to the area’s cashless economy. For that reason, the majority of the country’s population will vote by referendum to be part of the PLAN in order that their community receives funds through the PLAN. The PLAN will function normally for the segment of the population with bank accounts and and debit cards who purchase products within the countries sales tax system. (Page 21)

Point I … The PLAN phases in over 6 years from ESTIMATED Footprint to ACTUAL Atmospheric Emissions Weight (see Point B)

According to the UN Intergovernmental Panel on Climate Change (ICCP), the present ESTIMATED CO2/GHG atmospheric emission annual global tonnage average is 4.4 tons per person and is 16 tons per person in Canada, and America. The true ACTUAL annual tonnage is presently closer to 8.5 CO2/GHG tons per person in Canada, America and Europe for an average working person who is vehicle commuting , with 2 children, a 3 bedroom heated/air conditioned home in average North American and European climates. The Actual Global per person tonnage for the rest of the world that lives a simpler life in warmer climates with homes built to passively provide shade is closer to2.5 tons. According to the UN ICCP, we must get to a required ACTUAL CO2/GHG atmospheric emissions tonnage of 2.5 tons per person globally in order to STOP “Global Climate Destruction”. Due to the PLAN’s structure, that is a completely achievable and realistic goal.

The result at the end of the 6 year phase in will be the need for the average person in America and Canada to purchase between 2.5 and 7 tons of PLAN UNITs at the present average price of $50US/ton = $110 to $350. A small annual cost in order to have a live functioning world environment and a cost that would decrease as energy technology improves and world population decreases ; caused by the PLAN. Under the PLAN of “World CO2/GHG Budget”, the certified ISO-20022 “Product Certification of CO2/GHG Atmospheric Emissions Weigh Barcode” identification will be on all products at all phases of their manufacturing and totalized at point of final retail sail tax aplicacation ; allows for….

I- an automatic and continuous quantification display for all individuals of the actual CO2/GHG emission amounts that they are responsible for through each and all of their purchases : the CO2/GHG emission amounts caused during the products’ manufacturing from raw materials to finished products at point of final retail sale and will result when used. (fuel).

Ii - a display of the individual’s annual issued CO2/GHG weight atmospheric emissions UNITs (as determined by the ”UN Intergovernmental Panel on Global Warming”) and the amount remaining after each product purchased. (split up into every possible category. Example: a highlighted in red column of used/wasted UNITS deducted for the acceptance of plastic spoons/knives/forks during fast food purchases = the consumer will start to insist …NO DISPOSABLE PLASTIC!)

III - with each product purchased : an automatic reduction of the certified ISO-20022 CO2/GHG Barcode amount from the purchasers’ “CO2/GHG UNIT Account” that resides at their online bank with graphs predicting excess, deficit and budget suggestions.

IV - a direct escalating monetary payment for individuals with excess annual UNITs when they are sold back onto the PLAN : income earned for living below the allowable annual CO2/GHG amount that will not contribute to increased Global Temperature Rise.

V - an escalating monetary surcharge cost for individuals purchasing UNITs that are above twice the individual amount of annual Budget UNITS. UNITs purchased from the PLAN are at the “PLAN World Demand Price” plus the escalating surcharge per UNIT. An increasing cost for living above the allowable individual annual CO2/GHG emissions amount but due to the PLAN design ; within the worlds annual megaton carrying capacity of CO2/GHG atmospheric emissions.. The PLAN phases in over six years

Year one

The PLAN of “World CO2/GHG Budget” will start initial operation and its components will allow it to gather data ...
- establishment of the PLAN UNITs , their purchase ability and sale ability to and from the PLAN.
- establishment of PLAN Test UNIT accounts at financial institutions (banks, credit unions) for all individuals starting at eligible age 12.
- issuance of test “Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget”(point 1 below) to each adult. In Canada, the current average CO2/GHG atmospheric emissions amount per person is 40,000 pounds (20 tons) . All countries wil start at their present average per person CO2/GHG amount.

A six year phase in to actual allowable individual equal CO2/GHG weight of atmospheric emissions
In six years time all global individuals will receive the same number of UNITs of “Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget”(see below)

- the purchase of products by an individual will result in the reduction of Test UNITs of “Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget” from their UNIT Test Account equal to the products atmospheric emissions Barcode Certification.
- collected data used to develop a “Residency Location Emissions Profile Weight Per Person CO2/GHG Atmospheric Emissions”
There will be a UNIT use profile for each municipal residency location that can be used by the countries governments to assist individuals in purchasing additional UNITs or to improve municipal/city infrastructure to reduce Residency Location UNIT need.
-measure a countries total CO2/GHG atmospheric emissions weight of year 1 in order to establish the starting point in year 2.

Year two: Each countries total CO2/GHG atmospheric emissions weight of year 1 divided by each countries UN total allowable CO2/GHG = the factor number each country is above the guidelines determined by the UN Intergovernmental Panel on Global Warming to STOP Global Climate Destruction.

Year three to six

Over the last three years of “PLAN Phase In”, all countries are required to reduce their factor number to 1 ; all of their citizens are living within an equal global amount of individual CO2/GHG at,ospheric emissions.. Individuals can receive monetary assistance from their country in purchasing additional PLAN UNITs to assist with residency locations variations of heating, air conditioning, transport of products….

1 PLAN Budget UNITs

PLAN CO2/GHG Budget UNITs of Individual Global Annual Budgets

All global individuals starting at age 12 will receive an equal annual PLAN Budget amount of annual CO2/GHG PLAN UNITs representing equal individual weight amounts of the world’s allowable megaton CO2/GHG atmospheric emissions. The UNIT acts as a KEY that allows a product purchase using money at any level of production or at point of final retail sale. UNITS are not money or a speculative commodity , have no intrinsic value and can not be used as collateral, can only be purchased from and sold to the PLAN and can not be bequeathed as part of an estate (Page 2, 12).

All of the equal global annual individual PLAN Budget amounts of CO2/GHG weight UNITs added together will equal the earths’ annual allowable total megaton amount of CO2/GHG atmospheric emissions ; an amount that will not contribute to increased global temperature rise (carrying capacity). The more that individual, government and technical efforts reduce the earth’s annual total megaton CO2/GHG weight of atmospheric emissions below the worlds carrying capacity; the greater will be the individual equal PLAN Budget amounts of annual CO2/GHG PLAN weight UNITs to use or to sell back to the PLAN (explained in Points below)

World Population growth will be addressed through the PLAN’s ability to financially reward individuals for fulfilling their moral obligation to live within the earth‘s carrying capacity in order to ensure that children will be able to live in a world with a functioning and healthy “ Global Environment ”. Individuals will have the additional incentive of decreasing the world population in order to increase the equal annual PLAN UNIT Budget amount received in successive years for their use or to be sold back to the PLAN at a “World Price”. 2 : INCOME vs EXPENSE

The more an individual is above their equal annual “PLAN Budget” weight amount of the earth’s total megaton carrying capacity of CO2/GHG atmospheric emissions… the greater the PLAN exponential price cost for each required UNIT the individual purchases from the PLAN.

NOTE : the PLAN generates the incentive of income that is earned by individuals for their individual contribution in actually STOPPING “Global Climate Destruction” by reductions in their individual CO2/GHG atmospheric emissions .

The PLAN UNIT acts as a KEY that allows a product purchase using money at any level of production or at point of final retail sale. ~ UNITs are not physical, reside in the individuals PLAN “Current Account”, are not currencies or a speculative commodity, have no intrinsic monetary value, can not be bequeathed as part of an estate, can not be used as collateral.

UNITs can be sold but only as “Saved Units” to the PLAN at the “PLAN World Demand Price” Note that : the price UNITs are sold to the PLAN is determined by the individuals “More Sold Incresing price Subsidy” (Page 14) and the World Demand and Availability of PLAN UNITs residing in the PLAN.

Note that : weight units of captured or sequestered CO2 : CAN NOT be sold directly to a another company, intermediate company, brokerage, financial institute or individual. The reason being is to deter, eliminate, prevent fraudulent transactions. To prevent brokerages and financial institutes from gaining a foothold in the PLAN. To prevent the PLAN UNIT from becoming a commodity with a price that can be manipulated. The PLAN and the PLAN UNIT stands and will remain standing outside and separate from capitalism and finance.

The description of the four UNIT Account Categories ….

1 … CURRENT ; the individual equal annual amount of ”World CO2/GHG Bubget” downloaded annually by the PLAN to all Individuals into their “Current Account” … crypto identified as “CURRENT” until used to purchase a product and if not used in a current year ; automatically transferred to the Individuals “Saved Aa\ccount” at the end of the current year and its crypto identification becomes “SAVED” .

5. Use of PLAN UNITs

Use of PLAN UNIT’s : At any point of sale.

PLAN UNITs act as KEYs that allows for product purchases using money at any level of production or at point of final retail sale. UNITs are not money or a speculative commodity , have no intrinsic value and can not be used as collateral, can only be purchased from and sold to the PLAN and can not be bequeathed as part of an estate

Use of PLAN UNIT’s : At any point of production and at the point of final retail sale each purchase of a service, product , energy and all associated shipping will result in an amount of PLAN UNITs of CO2/GHG equal in weight to the barcode amount of “CO2/GHG Atmospheric Emissions” being automatically removed from the purchaser’s “PLAN UNIT Account” be that an individual, company or government. There must be sufficient PLAN UNITs in the purchaser’s account or the purchase can not be made. See use of PLAN UNITs by governments and manufacturing companies Page 7, 8.

The UNITs that are deducted from the purchasers UNIT PLAN accounts at point of final retail sale or at manufacturing points are immediately sold back to the PLAN at the current moment by moment World PLAN UNIT price. The merchant is refunded that amount of money to cover the UNITs purchased from the PLAN to cover the product’s barcode weight of “CO2/GHG Atmospheric Emissions”. See Page 7, 8 for a fuller explanation of company manufacturing and government procurement.

Example: to choose to purchase a flight to the other side of the world and back …you must have money to pay for the flight ticket and enough UNITs saved or purchased to cover your portion of the CO2/GHG fuel emissions which is 4.5 tons and the additional UNITs to cover the manufacturing of the aircraft, its maintenance and operation which in total equals the tickets barcode of “CO2/GHG Atmospheric Emissions”.

The design of the PLAN will provide each individual with CO2/GHG trend lines of all categories of purchases and will advise how they can be reduced …..(less deposable/recyclables, a better insulated house, solar, an EV or hybrid, the use available public transit in your area or transit you can drive to)

6. Reduce the Unnecessary

Reduce the availability of : Unnecessary or High Content CO2/GHG Emission Products/Packaging.

The price of the product during its production cycle or at point of final retail sale can be reduced but the products barcode amount of “CO2/GHG Atmospheric Emissions” can not be reduced because the CO2/GHG emissions have been produced and the purchaser of the product at each step must assume that amount.

The result will be that manufacturers and retailers will be less likely to risk not recouping money invested in the purchase of the UNTS that allowed for the products production and sale if they deem the product to be not easily sold due to its lack of necessity or a higher barcode of CO2/GHG manufacturing emissions in comparison to an competitors similar product.

NOTE : A manufacturer or retailer may reduce the products price drastically but they will still be faced with attempting to recoup all of the UNITs of the barcode of “CO2/GHG Atmospheric Emissions” that they purchased from

NOTE : A retail consumer may be tempted to purchase poor quality or a completely un-nscessary item if the price is drastically reduced but less likely when they are faced with using their limited UNITs to pay for the full amount of the fixed UNITs in the barcode of “CO2/GHG Atmospheric Emissions”.

7. Company/Country UNITs

Manufactures/Governments must Purchase PLAN UNITs to enable their purchase of a product.

The UNIT acts as a KEY that allows a product purchase using money at any level of production or at point of final retail sale. UNITS are not money or a speculative commodity , have no intrinsic value and can not be used as collateral, can only be purchased from and sold to the PLAN and can not be bequeathed as part of an estate

A country’s currency valuation will have an affect on the ability of companies/governments to purchase UNITs at the PLAN’s world demand price ….. As compensation for the inequality that has resulted from the historic behavior of empires and trading countries…..
The PLAN Escalating surcharge on Bought UNITs. (Page 13) and Subsidy (Page 4) will be agjusted by the PLAN to the country’s currency evaluation to produce an equalization of purchasing power relative to the top countries currencies evaluation.
The Company/ Government Bought UNITs will reside in Company /Government Bought PLAN Accounts (Page 4 ) and will be encoded as “Company/Government Bought” . Companies/Governments must be resistered with the plan and use a Company/Government Bank Account Card when purchasing products to allow for the use of their “Company/Government Bought” UNITs. Cash purchases will not be allowed.

Manufactures/Governments must Purchase PLAN UNITs in order to produce a product that enables production or for the building and maintenance of infrastructure , each manufacturer or government must purchase the required UNITs of CO2/GHG to enable the purchase of each component that allowed for each step of manufacturing or building and maintenance of infrastructure.

The UNITs that are deducted from the Individual’s PLAN accounts at point of final retail sale are immediately sold back to the PLAN at the World PLAN UNIT price. The merchant is refunded that amount of money to cover the cost of the UNITs in the final point of retail sale product barcode of “CO2/GHG Atmospheric Emissions”

8. Restricting Government

Governments and arms of government (an example: armed forces) at all levels must purchase UNITs in order to build infrastructure and prove a CO2/GHG reduction in order to recoup the expense

A country currency valuation will have an affect on the ability purchase UNITs …..a subsidy/penalty per unit will be applied proportional to the purchasing countries currency valuation.

Example : European Countries are building undersea causeways for rail and road transport and plan on stopping the use of air travel and air freight that is less than two hours in order to reduce air flight CO2/GHG emissions and also to reduce the cost of trade. Under the PLAN, the countries must purchase PLAN UNITs to cover the associated CO2/GHG atmospheric emissions that resulted from the products baught to construct the project and must purchase UNITs to cover the annual maintenance and operation. The cost of the UNITs will be paid for by tax and or toll. In order to recover the money spent for UNITs the countries must prove the annual reduction of CO2/GHG atmospheric emssios that will occur annually over the life of the project.

Another exams : If a country wants another naval aircraft carrier it must purchase all of the UNITs required to cover all of the CO2/GHG emissions that occurred during the manufacturing of all of the materials that went into its construction and the country must annually purchase UNITs to cover all of the annual requirements of maintenance and operation . …..and that is the same for all levels of government wanting to build and maintain infrastructure.

The true CO2/GHG cost of war and its global destruction will be known, controlled and eliminated!.

NO LONGER WILL COUNTRIES BE FREELY ALLOWED TO CAUSE A SIGNIFICANT PART OF “Global Climate Destruction” while making small incremental meaningless steps to undo their damage by imposing CO2/GHG restrictions on those who can least bare them..

9. The Per UNIT Set Price

The PLAN will set and adjust as necessary the UNIT price price per weight of CO2/GHG atmospheric emissions

The PLAN will set the UNIT price price per weight (to be determined : one pound/.45kg or 1kg/2.2 lb) of CO2/GHG atmospheric emissions. The PLAN will adjust the price per UNIT between the parameters of it being to high causing avoidance and resistance from the “middle incomes” and it being set to low causing disinterest and avoidance by the “lower incomes”; the majority of the world population being in those two groups.

The PLAN will monitor the global use of the PLAN and aim for as high a global use as possible to allow for the PLAN to achieve the reason for its existence ; stopping and decreasing of CO2/GHG emissions that are causing the death of the world!

10. PLAN vs Pyramid Economics

The PLAN will supply checks and balances that will restructure the existing to Pyrimid Economics into an inter dependent thick web that now is able to and wants to function with a purpose ; STOPPING global temperature rise to protect our home.

Presently, individuals who have accumulated an astronomical and unfathomable amount of wealth are free to purchase a corresponding amount of products and are free of any responsibility for the resulting gross weight of “CO2/GHG Atmospheric Emissions” that occurred during all of the products manufacturing from raw materials to finished products purchased at the final point of retail sales. The PLAN , over its six year phase in implementation, will remove that freedom.

The economic desighn of existing world financial structures are pyramid shaped with levels of increasingly wealthy individuals and governments who are free to be disproportionately responsible for environmental collapse due to their uncontrolled and insatiable product demands. The wealthier the economic level, the longer it will be able to insulate itself from the lethal affects of environmental collapse and the more power it has to promote the continuation of economic growth through uncontrolled product consumption that benefits the wants of the few and not the environmental stewardship and sustainability needs of the many. Those who have the lowest incomes and standards of living have lifestyles that result in low individual weight amounts of CO2/GHG atmospheric emissions and are the least responsible for global temperature rise ; but they are presently suffering the most from its lethal affects. Unendurable, unrelenting and increasing suffering will cause social unrest and world violence against those who are perceived to be the cause.
The PLAN of “World CO2/GHG Budget“ changes the power dynamics between even the richest person and the poorest . The wealthiest person in a BMW driving past a homeless person will no longer see someone of no worth….they will see an enviramentaly friendly individual who has something of value that they need in order to maintain their above the earth’s carrying capacity lifestyle….excess PLAN UNITs that enable wealth to be used for additional product purchases. The economic structure has changed from pyramid to more of an inter dependent thick web that now is able to and wants to function with a purpose ; STOPPING global temperature rise to protect our home.

11. UNIT Subsidies & Need

Subsidies for Necessary Additional , Need Reduction Assistance. Recognition, , Reward/Advise,

– Subsidy for necessary additional Bought UNITs … additional UNITs of an amount equal to the CURRENT annual budget amount of PLAN issued UNITs can be purchased with the aid of the PLAN subsidy that decreases from 99% on the first UNIT bought to 0% on the last UNIT bought (Page 11)

– Funds for UNIT Need Reduction : individuals in “need” of additional UNITs because their actual annual CO2/GHG emissions are above their annual CO2/GHG Budget UNIT amount can receive a review of the causes of their “need” for UNITs and to determine if “Escalating Srucharge” PLAN funds can be used to help to reduce their day to day “need” through better insulating weatherproofing , better fuel efficient transportation or more efficient home heating /air conditioning. “World CO2/GHG Allotment PLAN” will subsidize individuals (see 10) and because the PLAN will only provide funds to individuals it will not become another revenue stream for governments at any level ; it will not subsidize municipalities, town or cities or companies.

– Reward/Recognition/Advice : The data collected by the PLAN of “World CO2/GHG Budget” will recognize and acknowledge communities doing better than their peers and will also flag comunities not doing as well as their peers and provide analysis and advise for changes to the communities infrastructure to lower the total CO2/GHG footprint of all individuals (public transit, insulating individual homes reducing hydrocarbon or natural gas comunity and individual energy by wind or hydro.

12. UNIT a Key not Money

UNITs are not money or a speculative commodity , have no intrinsic value and can not be used as collateral, can only be purchased from and sold to the PLAN and can not be bequeathed as part of an estate.

The UNIT acts as a KEY that allows for a product purchase with money at any level of production or at point of final retail sale .

Speculation … the buying and selling of UNITs will be prevented by the PLAN only being able to purchase UNITs from Individuals that are crypto encoded as “Excess Annual” and not UNITs that are encoded as “Bought“ or “Current”. ( see Page 4 , Account Categories)

UNITs can only be bought from or sold to the PLAN by the individual, they can not be bought from or sold to an individual or a company.

– UNITs have no intrinsic value and therefor can not be used as collateral for securing loans or mortgages; in order to prevent financial institutions involvement and control of the PLAN.

– UNITs can not be bequeathed as part of an estate ….…to prevent individuals or companies from buying their way into a will in order to obtain UNITs…… to prevent wealth from hoarding UNITS and accumulating another form of inherited wealth. That will result in individuals selling their UNITs back to the PLAN as they approach old age and have less need of a store of UNITs.; thus assuring UNIT liquidity.

13. Escalating Surcharge

To pay for the operation of the PLAN….the Escalating Surcharge and the Decreasing Subsidy on Baught UNITs.

To be able to live an opulent lifestyle that is many times above the worlds’ individual carrying capacity, a Bill Gates, a Jeff Bezos, the 1% of the world population that control 50% of the world’s wealth and other top layers of societal wealth ; will need to purchase PLAN UNITs , through the PLAN, at a world demand price and an “Escalating Surcharge” that increases with each UNIT bought that is greater than the equal Individual Annual UNIT Budget amount. (page1) They will purchase PLAN UNITs that have been sold to the PLAN by those who have “Excess UNITs” and are not causing the CO2/GHG death of the earth. The “Escalating Surcharge” on each “Bought UNIT” will put increasing pressure on wealthy individuals who otherwise could purchase and monopolize the limited finite number of PLAN UNITs in order to maintain grossly inequitable lifestyles. The wealthy may consider the “Escalating Surcharge” as a fair financial trade and a humanitarian gesture that allows for the continuation of an opulent ostentatious lifestyle.

Note: “Escalating Surcharge” funds collected …will be used to operate the PLAN, to supply the “Subsidy for UNITs Bought up to an Individual Equal Annual Budget Amount ” and “Funds to Reduce UNIT Need” and the “Increasing Price per UNIT sold back to the PLAN. (see pages 11 & 14)

Surcharge on Bought UNITs

….. to ensure availability : each “Non-subsidized Bought UNIT” above “Subsidy Cut Off” will be subject to a levied “Surcharge” that increases exponentially with each Bought UNIT purchased annually by an individual.

….. to provide checks and balances against capitalism. (Page 10)

NOTE : “World CO2/GHG Allotment PLAN” data and software capabilities will determine the “Surcharge” to be levied on any individual based on their annual UNIT purchase history. The increasing “Surcharge” is required to prevent speculation and hoarding (page 12) by individuals and to exert downward pressure on wealthy individual’s purchases of “Non-subsidized” Bought UNITs in order to ensure the availability of UNITs for purchase throughout the year, prioritized to “Need” (page 11) and prioritizing UNIT purchases by individuals to individuals with the highest “UNIT Subsidy Amounts”. (page 11).
Either through the “Surcharge” causing an escalating Bought UNIT price or the limitation of an available finite number of annual UNITs for purchase; the world’s wealth will be redistributed and the power of wealth will be restricted in obtaining additional UNITs of “Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget” and can no longer purchase an almost infinite amount of goods, services energy, packaging and be responsible for an almost infinite amount of CO2/GHG atmospheric emissions. The “Surcharge” will result is A REAL DISTRIBUTION OF WORLD WEALTH in the form of subsidies directly to individuals who are not causing “Global Climate Destruction” or to those needing assistance in reaching that point..

14. Escalating $ Reward

An escalating PLAN price paid per UNIT an individual sells back to the PLAN.

The more an individual is below their equal annual “PLAN Budget” emission weight amount of the earth’s total megaton carrying capacity of CO2/GHG atmospheric emissions.. the greater the PLAN exponential monetary price paid for each excess UNIT the individual sells back to the PLAN.

The first reason being : the PLAN will expoentialy encourage and reward individuals for being as low as possible in the use of their UNITs

A second reason being : individuals in countries with a combination of historically low per person CO2/ GHG average emissions and a low currency value deserve to and will gain the most for each UNIT sold to the PLAn at the PLAN World Price. They have individually had the least affect of causing “Global Climate Destruction “.and in most cases have suffered and are suffering the most

A third reason : a means of redistributing the worlds wealth from rich countries and individuals to those whose countries were colonized, subjugated and exploited

15. PLAN = A Foundation

Individuals will become the foundation of STOPPING “Global Climate Destruction”

Individual Foundation : Individuals will become the foundation and drivers of government and technological change when they are able to choose purchases that will allow them to have the maximum excess annual PLAN Budget UNITs of CO2/GHG to sell back into the PLAN or choose purchases that will reduce the need to purchase additional PLAN Budget UNITs

16.Mandates, Prohibitions, Stigmatizing

No Mandates , Stigmatization or Prohibitions = the PLAN will not become a target of discontent and be abandoned.

If a person wanted a diesel truck for no good reason or Jeff Bezos wanted another $800 million yacht….as long as they pay the PLAN for the available required UNITs to cover its CO2/GHG construction and operating load ; the world will be within its carrying capacity of CO2/GHG and the PLAN will have transferred money to those who need it when they sold their excess UNITs.

Paying for UNITs could be viewed by the wealthy as a conscientious strategic move that compensates for an ostentatious lifestyle.

17. World Population Growth

World Population growth will be addressed by the PLAN

Note : The earths CO2/GHG carrying capacity megaton weight is determined by the UN “Intergovernmental Panel on Global Warming”.

18. Global Income Incentive

All individuals require income.

Income Incentive : Regardless of an individual’s social economic background, ethnicity, religion, political system and belief or non-belief in the reality of “Global Climate Destruction” ; all individuals require income.

The PLAN of “World CO2/GHG Budget” is based on producing the incentive of income for all individuals when they are able to become directly involved in supporting the foundational change that is required of government, society and technology that will allow all of us to live within the worlds megaton carrying capacity of CO2/GHG emissions.

NOTE : the PLAN generates the incentive of income that is earned by individuals for their individual contribution in actually STOPPING “Global Climate Destruction”. It is not “reparation“ payment or charity to individuals or governments to compensate for the suffering of individuals who are attempting to continue to live with and endure the increasing affects of “Global Climate Destruction”.

Income will be generated when global individuals sell their excess PLAN Budget UNITs back to the PLAN at a world demand price. The lower the currency valuation of the individual’s country; the greater the monetary affect of the PLAN payment per UNIT at the world price which will result in a transfer of wealth from the richest nations to the poorest.

Example: Ghana, annual average per person emissions weight is .7 tons CO2/GHG.

That is below the world’s present average of 4.7 tons per person.

19. PLAN World Trade

Trade Between 193 United Nation PLAN Country Members :

To allow for trade between the future 193 United Nations PLAN Countries …the products of.all PLAN countries must be labeled with the “PLAN CO2/GHG CONTENT Barcode” certification in the same way that countries have developed and use international ISO standards and SC standards certification.

Enforcement mechanism……if a country chooses not to be a member of the PLAN and wants to trade with a PLAN country….the purchasing PLAN country must declare that intention and its population would assume the estimated (by the PLAN) CO2/GHG content of the product and its CO2/GHG content would be divided equally among all of a countries individuals ; thus equally reducing each individual’s UNIT amounts in their accounts . The country’s population would notice the account deficit item and hold their government accountable for choosing to breach the PLAN that they have chosen.

Also , the PLAN purchasing country would be responsibly for applying the “PLAN CO2/GHG CONTENT Barcode” certification labeling to allow the non-PLAN product to be sold in the country or exported to PLAN countries.

20. Mandatory PLAN Use

The PLAN is mandatory at point of final retail sale

The PLAN will function in a mandatory way at point of final retail sale in the same way that Canada’s “Goods And Services Tax”(GST) is applied.

Some people by paying cash for products, services, energy, food avoid the “Goods And Services Tax” at final point of retail sales and could avoid the loss of PLAN UNITs but they will be a small minority responsible for a small amount of CO2/GHG.

21. Cash Economies

Cash Economies and the lack of Bank Announts

Cash economies – an example : seventy percent of El Salvador’s population does not have a bank account and in rural areas it is largely a cash economy For those not able to have their ANNUAL UNIT Budget amount deposited into a CURRENT account , the PLAN will hold that total amount in trust and estimate the countries average per person tonnage of CO2/GHG (presently 1.2 tons, El Salvatore) and provide funds annually that are equal to the EXCESS tonnage of that segment of the population. The funds will not go to the country’s government…. it will go to United Nations accredited NGOs operating in the country to ensure the funds benefit individuals throughout the country proportional to the area’s cashless economy. For that reason, the majority of the country’s population will vote by referendum to be part of the PLAN in order that their community receives funds through the PLAN.

The PLAN will function normally for the segment of the population with bank accounts and or credit cards who purchase products within the countries sales tax system.

22. PLAN Feasibility

Artificial Intelligence, the Worldwide Wed, Star Link = Fesability

The Feasibility of the PLAN … presently, 65% of the worlds population have internet access, 85% have cell phones and their CO2/GHG emissions are responsible for 95% of “Global Climate Destruction”.

The “World CO2/GHG Budget” is logical, realistic and feasible due to the internet’s global banking system that enables individual participation in the PLAN and will provide direct income to individuals from the sale of their excess annual individual CO2/GHG UNITs to the PLAN.

23. Teen-Age UNITs

As mentioned in Page 1 : Teenagers receive UNITs , but to guide then in the use of their Annual UNITs…

Teenagers and their Budget UNITs : the CURRENT UNIT accounts of teenagers aged 12 to 19 will be jointly held with their parents and two UNIT debit cards will be necessary to access the account at the time of a purchase so that parental guidance will ensure that a maximum excess CURRENT UNITs amount will result annually. Annually the excess CURRENT UNITs become SAVED UNITs and can be sold into the PLAN. A maximum of one half annual SAVED UNITS can be sold to the PLAN with one half of sale funds going directly into the teenagers “Education Saving Account/ home purchase account/ business start up account”. The other half of the funds will go to the teenager for day to day purchases that require using UNITs in the SAVED UNITS account that is not jointly held.

24. Actual vs Calculated

“Actual” versus “Calculated” per person CO2/GHG footprint.

“Calculated” … Canada’s “Calculated“ per person tonnage amount of 15 tons is based on all of a countries total CO2/GHG atmospheric emissions from manufacturing, energy oil gas and a basket” of selected heavy industry…steel, cement, aluminum, plus everyone‘s average size house, family, kilometers of driving/year and the average fuel economy.…divided by the country’s population .

Under the PLAN of “World CO2/GHG Budget” countries will no longer assume the CO2/GHG associated with oil/natural gas /steel/cement or any manufactured production. The CO2/GHG production footprint is assumed by the purchaser at final point of retail sale in each country. (see Page 24)

The logic being : presently a countrie’s exported oil and natural gas could be used to displace coal in China and India resulting in lower CO2/GHG products that the PLAN would identify. But, that is not being taken into account and the producing country accepts the total CO2/GHG load penalty associated with the production ; a “calculated” per person average atmospher tonnage of CO2/GHG that is many time above the countries annual average per person and above the “actual” individual annual amount. The PLAN will eliminate that and for that reason countries will want to adopt the PLAN.

The PLAN will function on “Actual” … the actual per person amount of CO2/GHG emissions for Canada in 2022 is closer to an average amount of 8.5 tons, from energy, housing, transportation, food,goods and services.

Under the PLAN all individuals in Canada would receive 4 tons of UNITs deposited into their annual CURRENT Budget account.

Therefor, the average Canadian will require 4.5 tons of UNITs purchased annually from the PLAN at a cost of between the Canadian carbon tax cost of $450 (4.5 tons at $50 per ton) or $200 paid to a carbon offset site. That will be an affordable price to pay for the average middle class Canadian in order to have a live healthy functioning environment and a standard living that results in an amount of CO2/GHG that is twice the world average.

25. UN Implementation

Thankfully : The United Nations EXISTS

We are fortunate that a WORLD BODY DOES EXIST that can implement the PLAN……The United Nations

The 193 countries that are members of the United Nations have a population of approximately 6 billion people aged 12 and older who are eligible to be in the PLAN. We can either choose the PLAN that turns 6 billion people into helpers with solutions or we can let them remain the source of a problem that we attempt to solve by somehow controlling the actions of 6 billion people, as governments have been half heartedly doing for the past half century.

A country’s currency valuation will have an affect on the ability of individuals to purchase UNITs at the PLAN’s world demand price ….. As compensation for the inequality that has resulted from the historic behavior of empires and trading countries…..
The PLAN Escalating surcharge on Bought UNITs. (Page 13) and Subsidy (Page 4) will be agjusted by the country’s currency evaluation to produce an equalization of purchasing power relative to the top countries currencies evaluation.

The purchase of homes and vehicles will require large Bought or Saved UNIT amounts of “Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget”. Individuals will save their excess annual UNITs to reduce the amount of Baught UNITs required from the PLAN.

The PLAN will not loan UNITs because it does not want to get involved in loan defaults and repossessions.

NOTE: Banks will continue to provide the mortgage but now they will also provide the loan for required UNITs baught by the Individual from the PLAN.

The plan will subsidize the bank interest rates to a percentage based on the amount borrowed ; the smaller the number of UNITs paid for by a bank loan the greater the PLAN subsidy. As the amount is paid down the subsidy rises.. Eligibility will be prioritized to Bank Loan Unit amounts to encourage smaller homes and basic vehicles.

27. Home Purchase

Older homes are made from products that had their own CO2/GHG footprint that now many years later have largely or wholly been paid off.

The CO2/GHG atmospheric emissions weight of a new house would be payed off over the amortization period . If the house is sold the remaining CO2/GHG emissions weight is passed along to the new owner to be again paid off over the amortization period. The older a home is, the less CO2/GHG remains until it is completely paid off. That will encourage the purchase and renovation of existing homes and not the tear down off adequate homes only requiring insulationheating/cooling updates to make room for the construction of new bigger “mega” homes as an investment and financial gain. Old homes will be viewed as having increased value and ecological beauty.

28. Always Need For PLAN

We will always NEED a PLAN that empowers us , rewards , reminds us to live within the earth’s carrying capacity and tells us that that the carrying capacity is ultimately based on our human population numbers and actions..

NOTE – Even if an unlimited supply of clean nuclear fusion electricity existed tomorrow (actually 10 to 30 years, if ever) we would still need the PLAN because we would think that we are free to increase our population exponentially and consume products exponentially until we again overload the earths carrying capacity.

29. Residency UNIT Profile

Residency Location Profile of CO2/GHG Atmospheric Emissions Weight Per Person.

– the purchase of products by an individual will result in the reduction of UNITs of “Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget” from their PLAN UNIT Accounts equal to the products atmospheric emissions Barcode Certification of CO2/GHG .manufacturing footprint.
– the PLAN will use collected data to develop a “Residency Location ProfileS of Weight Per Person CO2/GHG Atmospheric Emissions”. That will be a INIT requirement profile for each municipal residency location in Canada. That information can be used by the countries governments to assist individuals in purchasing additional UNITs or to improve municipal/city infrastructure to reduce “Residency UNIT Assistance” need.

Example : Individuals living in Yellowknife or Toronto will have different residency PLAN data profiles that reflect their different UNIT requirements for heating or cooling, for private transportation versus available public transit, for shipping of food, building materials, consumer goods grown or manufactured locally or thousands of miles away. A UNIT profile for each municipal residency location in Canada will be developed by the PLAN. As stated previously…. that information can be used by governments to improve /change infrastructure.
Also: Individuals in municipal residency locations can compare their locations UNIT need compared to other similar communities and determine if they are average or if they can learn from a lower UNIT Comunity.

30. Governments State Clearly

All Governing levels must …STATE CLEARLY and REPEATEDLY

It must, now, be clearly and repeatedly stated by all levels of government ; federal, provincial, municipal of all countries, ….

Homeless Individuals will be issued the same amount of “Weight Per Person CO2/GHG Atmospheric Emissions Annual Budget” UNITs. (Page 1) as anyone else. A Homeless Person is environmentally friendly due to their very small carbon dioxide footprint. The Homeless have housing and living needs that can now be met with their excess U NITs of ”Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget ; being sold through the PLAN.

32. Refugees gain…

World Refugees exist and desperately need help

Presently over 60 million, would receive Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget (Page 1) Due to their very small carbon footprint they would have a significant amount of carbon dioxide weight UNITs to sell back to the PLAN and would be able to purchase food, better shelter, social services and education that would lead them out of refugee camps.

33. Regenerative Farming

Regenerative Agriculture Designation

1…The PLAN will pay for UNITs of CO2/GHG that are removed from the atmosphere. By “Regenerative Farming”.

2… The PLAN Barcode certification of atmospheric emissions for products will result in crops grown by “Regenerative Farming“ obtaining a higher sale price and being more sought after as feed stock for foods in order to lower their total CO2/GHG component footprint : thus reducing their PLAN Barcode Certification.

Note that : UNITs of captured or sequestered CO2 …CAN NOT be sold directly to another company, intermediate company, brokerage, financial institute or individual. The reason being : to deter, eliminate, prevent fraudulent transactions and prevent brokerages and financial institutes from gaining a foothold in the PLAN to earn a profit at the expense of the PLAN.. To prevent the PLAN UNIT from becoming a commodity with a price that can be manipulated by hoarding or flooding the market (speculative activities). The PLAN and the PLAN UNIT stands and will remain standing outside and separate from capitalism and finance..

Regenerative Agriculture Designation uses “Zero Tillage” to increase organic soil fertility through increasing soil microbe growth and content. The growth of tons of microscopic microbes per acre annually relies on soil organic matter input. The organic matter is plant matter from last years crop left on the field by “Zero Tillage“ that stops soil erosion and feeds and grows microbes. The plant matter was produced by photosynthesis that uses “Atmospheric CO2”. The removed photosynthetic atmospheric CO2 weight is a proportion of soil microbe increased weight. By comparing soil samples from the same acre of land from one year to the next and measuring microbe weight increase it is possible to estimate the tonnage of annual atmospheric CO2 that was removed per acre.

The direct relationship of soil fertility and microbe content is an additional reason to pay the farming sector to increase and maintain the highest level of removed “Atmospheric CO2” that will be in tons per acre.
The amount of “Removed Atmospheric CO2” per acre can be sold to the PLAN at the “Cost per UNIT Weight of CO2/GHG Atmospheric Emissions”. (Page 9) In Canada”the price is presently set at 4 cents per pound ($50 per ton).
Note : captured Atmospheric CO2 can not be sold to other industries to offset their manufacturing CO2 caused atmospheric emissions. A manufacturer can only reduce their “CO2 Inputs” through efficiencies , the use of “Recycled Supply Streams” (Page 39) or the use of a manufacturing process that uses atmospheric or captured CO2.
“Zero Tillage” will result in reduced “CO2 Inputs” through less farm equipment use and fuel requirements. Organic fertility will be increased/restored resulting in less industrial fertilizers being required and because of that, the crops “Product Certification of CO2/GHG Atmospheric Emissions Weight Amount & Barcode Identification”(Page 8) will be reduced allowing individual consumers to use less of their PLAN ”Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget ”(point 1) for food purchases produced by Regenerative Agriculture. A truly sustainable farming practice.
Any local Agriculture Department or Soil Testing Certifying Companies will be able to take samples to test and measure soil organic matter to determine the increase from year to year. .

34. Forestry

Forestry Industry

The PLAN will pay for UNITs of CO2/GHG that are removed from the atmosphere.

NOTE that : UNITs of captured or sequestered CO2 …CAN NOT be sold directly to a another company, intermediate company, brokerage, financial institute or individual. The reason being : to deter, eliminate, prevent fraudulent transaction. To prevent brokerages and financial institutes from gaining a foothold in the PLAN. To prevent the PLAN UNIT from becoming a commodity with a price that can be manipulated. The PLAN and the PLAN UNIT stands and will remain standing outside and separate from capitalism and finance..

Forestry Industry will benefit financially from removing atmospheric CO2 through silviculture practices that result in the growth of a maximum amount of new replacement forest.
Aerial and satellite data can determine the success of reforestation by the percentage of desirable varieties established and annual growth .
The data will determine the amount of annual tonnage of Atmospheric CO2 removed based on restoring a diverse ecosystem of forests with a variety of trees suitable for the topography of the terrain that determines temperatures and causes water movement/flow and accumulation. The opposite of a mono-culture grown to optimize return on investment either through lumber or the sale of removed CO2.
The amount of Removed Atmospheric CO2 per acre can only be sold to the PLAN“ at the recovered “Cost per UNIT Weight of CO2/GHG Atmospheric Emissions in Canada” : presently set at 2.5 cent per pound ($40per ton).
Note : captured Atmospheric CO2 cannot be sold to other industries to offset their manufacturing CO2 caused atmospheric emissions. A manufacturer can only reduce their “CO2 Inputs” through efficiencies , their own captured Atmospheric CO2 or the use of “Recycled Supply Streams” (PAGE 39).

If the forestry industry was to grow wood for the purpose of “afire wold” it would still qualify for its VCO2 content being sold to the PLAN. The reason being….the purchaser of the firewood would pay the PLAN in UNITs (purchased from the PLAN in the case of a company or as part of the individual annual PLAN Budget) to cover the amount of CO2 atmospheric emission that will be produced when the wood is burnt.

35. Carbon Capture

Carbon Capture and Sequestering Industries

The PLAN will pay for UNITs of CO2/GHG that are removed from the atmosphere.

NOTE that : UNITs of captured or sequestered CO2, : CAN NOT be sold directly to a another company, intermediate company, brokerage, financial institute or individual. The reason being : to deter, eliminate, prevent fraudulent transaction. To prevent brokerages and financial institutes from gaining a foothold in the PLAN. To prevent the PLAN UNIT from becoming a commodity with a price that can be manipulated. The PLAN and the PLAN UNIT stands and will remain standing outside and separate from capitalism and finance..

Carbon Capture and Sequestering Industries can sell sequestered captured CO2 weight to the PLAN after deducting the projects annual operational and total construction CO2/GHG inputs divided by the projected lifespan of the facility measured in years . Ongoing testing and certification of leakage is required and the establishment of trust to deal with any future leakage..

Note : captured Atmospheric CO2 cannot be sold to other industries to offset their manufacturing CO2/GHG caused atmospheric emissions. A manufacturer can only reduce their “CO2 Inputs” through efficiencies or the use of “Recycled Supply Streams” (point 39. If their manufacturing process does sequester or use atmospheric CO2/GHG …the amount removed can be sold to the PLAN

36. Renewable Energy

Wind , solar , all forms of Renewable Energy that result in the reduction of CO2/GHG Atmospheric Emissions.

NOTE that : Renewable energy is NOT captured or sequestered CO2

At no time does the generation of power earn PLAN payment from the PLAN in the form of money or UNITs.. The reason being..CO2/GHG, is not being removed from the atmosphere.

A home not connected to the grid (off grid) saves in 3 ways… …. less use of PLAN UNITs to cover the CO2/GHG footprint of the renewable solar than an equal capacity amount of Coal Generated Power and its associated delivery infrastructure. …. no Utility Bill and no money spent by the homeowner to cover the price of maintaining generating and delivery infrastructure. …. there could be a prohibitive expense for coming back on the grid.

NOTE THAT AT SOME POINT : an impossible situation will exist as “Off Grid “ increases. The Grid Power Generator ends up having less customers (completely off grid) or ends up selling less power (partially or wholyoff grid) . In each case the Grid Power Generation Requirements would be less = excess unused generation capacity and a loss for the owner of the Power Generation. Power delivery infrastructure expense ….the more individuals go off grid ….the fewer to share equaly in the generation/delivery infrastructure cost = higher and higher costs to those who remain on grid ; wholly or partialy.

A partially off grid hame ……. The use of PLAN UNITs to cover the CO2/GHG footprint of the renewable solar installation and to cover each electric unit of Coal Generated Power generation and delivery infrastructure. = due to the solar component ….a reduced overall PLAN UNIT cost …. payment of money to cover the fixed cost of the energy generating and energy delivery infrastructure. The Utility bill always bares the same delivery infrastructure cost even if no hydro was to be used..

A condominium rental unit with solar cells benefits the condominium owner and the tenants who pay the utilities (electricity).. … The condominium owner gains directly from the sale of electricity to the tenants and if there is excess….to the grid. The condominium owner would have had to pay for the solar cells and would have had PLAN UNITs removed from their PLAN UNIT Account to cover the CO2/GHG manufacturing emissions Barcode certification on the solar cells and install.. The condominium tenants gain by purchasing less expensive solar electricity and less more expensive grid power . The price the Condominium Ownercharges the Tennant for the electricity can include a lifespan of the solar cells per year charge to cover the Condominium Owners UNIT expense for the so;ar cell purchase.

A Company manufacturing a product and using Renewable Power Generation.. A savings in money due to using less grid and more less expensive Renewable and a savings in PLAN UNITS to cover less Grid CO2/GHG footprint associated with each unit of Grid energy used. But a fixed infrastructure delivery per unit if not completely off grid. And the company would have had to purchase PLAN UNITs to cover the barcode certification of CO2/GHG for the solar cells and install

Renewable Energy sold to the grid displaces grid electricity….and uses Grid delivery infrastructure….therefor units of Renewable Energy purchased by the Grid will be lower in price than delivered Grid Power units to cover the use of Grid infrastructure

37. Vehicles , Air Flight

Air Flight

When flying across the ocean we will have a display of our AIR Flight PLAN of “World CO2/GHG Budget” which will provide us with a display of the amount fuel being used , the depreciating total CO2/“GHG manufacturing cost of the advanced aircraft we are using, maintenance , airport infrastructure and the total amount of UNITs that will be removed from our “Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget” (Page 1).
We don’t have to worry if we will have enough PLAN UNITs to cover our portion of the flight because we had an estimated greater amount of UNITs debited from our account (we will be refunded the excess) before we were allowed to purchase the ticket.

No more the freedom from knowing the amount of CO2/GHG atmospheric emission created by our choices. Now there is knowledge of and responsibility for our contribution to “Global Climate Destruction”.

Vehicle Displays

Your actual atmospheric pound weight per hour of CO2/GHG atmospheric emissions during vehicle use which would include the fraction of the vehicles total manufactured CO2/GHG amount divided by predicted service life span of the vehicle. Also displayed is the fuel , maintenance and operational costs, the percentage of time the vehicle is parked and will display cost per actual usage and the number of UNITs,“Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget”(point 1) deducted and money not realized by selling those UNITs to the PLAN .

38. PLAN Precision

Precision and Continued Improvement

The PLAN of “World CO2/GHG Budget ”  will precisely debit PLAN UNITs and provide information that will cause continuous product improvements.

An example : a public transit user ”Passenger A” enters a bus, and their “Buss Pass” or PLAN CARD with access to their PLAN UNITs (Page 1) is scanned.
The bus PLAN software determines the number of riders on the bus at any given time during the time that “Passenger A” is on the bus.
When “Passenger A” leaves the bus their “Buss Pass”PLAN Card are scanned again and the PLAN of “World CO2/GHG Budget ” causes the removal of the correct UNITs of “Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget” based on the time length of the ride, the riders’ share of CO2/GHG atmospheric weight emissions based on the amount and type of fuel used and the riders share of the total weight of atmospheric CO2/GHG associated with bus manufacturing divided by the expected service life of the bus.
Riders may see the need for a hydrogen powered fuel cell bus and the need to reduce the use of an almost empty bus in the evening and have it replaced possibly with on demand, smaller vans. Only one of an infinite number of consumer driven shifts that the PLAN will cause

39. Recycled Material Value

Increasing the value of Recycled Material

NOTE that : Recycled is NOT captured or sequestered CO2

At no time does the “Recycled Material” earn PLAN payment from the PLAN. The reason being..CO2/GHG, is not being removed from the atmosphere.
The purchaser of the recycled material will pay the certified CO2/GHG Barcode UNIT amount for the material that is equal to the same amount of manufactured product. Example : one ton of recycled steel from certified recycled steel will have a PLAN UNIT Value that is equal to the countries average price of manufactured steel. The recycled steel retains its UNITs certified Barcode and can be sold to another manufacturer who will pay its UNIT amount per ton.

Empowering , “CONSTRUCTIVE HELPING”

People recycle because there are “recycling plans” and also because they “feel” that they are involved and helping. But, unfortunately “recycling” does not provide an incentive for people to avoid purchasing products that have associated recyclables. One could argue that it has made the problem worse in that we can now more easily disregard the recyclables associated with our purchases , disregard what percentage of recyclables actually end up being recycled or end up in local land fill sites and what amount of additional CO2/GHG is recycling actually causing due to an increase in recyclables.

One could again argue that any public plan, whether it be for recycling or health, must be designed to provide a reward incentive and a cost penalty that reduces the size of the problem (amount of recyclables) or the amount of need (less people needing health care due to exercise, diet, not drinking/smoking).

Presently the value of using recycled material’s in manufactured products and reducing a products CO2/GHG atmospheric emissions is not being factored in and that results in a lot of recyclable material not being valid and being “dumped”. The PLAN of “World CO2/GHG Budget ” will cause individual and private recycling to gain financially from the increased value of recovered processed material that avoids the processing of new raw materials . The recovered material streams will be identified with “Product Certification of CO2/GHG Atmospheric Emissions Weight Amount & Barcode Identification” that will be a fraction of the same streams manufactured from raw materials. The recycled streams will be preferred and bought by manufacturers as a material stream that will reduce their products’ final “Product Certification of CO2/GHG Atmospheric Emissions Weight Amount & Barcode Identification” and make it more attractive to consumers to purchase because they will use less of their limited UNITs of “Weight Per Person CO2/GHG Atmospheric Emissions-Annual Budget”.
